One of the original founders of Project Time & Cost, Inc. (PT&C), Mr. Roberts has more than 30 years of experience in major project construction management and cost engineering. He additionally has expertise in the design, development, and implementation of cost engineering systems for cost estimating, reporting, analysis and monitoring, scheduling and project controls. During his career, he has participated in thousands of public and private sector construction and environmental remediation projects. Mr. Roberts is a Project Management Professional and Certified Cost Consultant.

Mr. Roberts previously served as PT&C’s chief operations officer, providing leadership, integrative management, strategic development and direction for the effective execution of PT&C’s corporate business plan and technology development. At PT&C's inception, he designed, developed and implemented the company’s in-house Automated Cost Control and Estimating System, which provided PT&C cost engineers with a flexible tool to simultaneously handle multiple work breakdown structures and codes of accounts while maintaining relationships with current and historical pricing databases. Mr. Roberts authored the PT&C proprietary application ProjectWise, which prescribes the policies and procedures by which all projects are executed from procurement through performance and close-out.

Mr. Roberts has served as the principal-in-charge and program manager on TRACES (Tri-Service Automated Cost Engineering System) support contracts for more than eight years. He has facilitated development of the U.S. Army Corps of Engineers (USACE) detailed cost estimating system known as MCACES (Micro-Computer Aided Cost Estimating System) 2nd Generation (MII) and the web-based Historical Analysis Generator 2nd Generation (HII). PT&C developed an interface for these two applications with other TRACES applications and provided training and user support to USACE and A-E contractors. In addition to his project management responsibilities, Mr. Roberts served as one of the principal designers of MII, Quality Control tester of the application, and as a technical liaison with USACE cost engineers to ensure the applications met their needs.

Though most of his career with PT&C has been as its Chief Operations Officer and President, in mid-2009 Mr. Roberts shifted his attention and expertise to the newly created position as President of Personnel Development. Mr. Roberts is the impetus behind the creation of PT&C University; a demonstration of Project Time & Cost’s commitment of corporate resources to the ongoing professional development of all of its employees. PT&C University assists employees and their managers in the development of Employee Individual Professional Development Plans and provides and/or supports the means and methods of accomplishing those plans. Training – including in-house face-to-face, online, third-party, and certification examination preparation – is provided for industry-specific and general office/administrative educational pursuits.
