Mr. Deiters has over 30 years of experience in engineering, design, heavy highway construction, and field engineering with large construction projects. This experience includes more than 25 years in providing project/program management; cost engineering; cost engineering tool development; scheduling; baseline development, validation and review; value analysis/engineering; claim and litigation management; and software training, design and construction. For more than 22 years, while at PT&C, Mr. Deiters has performed management duties for the U.S. Department of Energy (DOE) and U.S. Army Corps of Engineers (USACE) projects.

Mr. Deiters received a B.S. degree in Civil Engineering from Georgia Institute of Technology in 1981. He is a licensed Professional Engineer in the states of Virginia, Florida, Maryland, Indiana, North Carolina, Illinois, Colorado, and Georgia. He has been a Certified Cost Engineer since 1993 and is a long-time member of the AACEI (American Association of Cost Engineering International). Mr. Deiters has been a part of the PT&C family since 1984.

A very small sampling of Mr. Deiters’ experiences, competencies and roles at PT&C include:

  • Highly experienced at cost estimating and cost engineering in areas including conceptual through definitive estimate development, cost modeling, and parametric estimating.
  • Experienced provider of cost engineering/estimating for multiple disciplines, including civil works, structural and architectural; for military, civil, and HTRW projects.
  • Experienced provider of baseline development and baseline validation for environmental remediation, decontamination and decommissioning, and operations projects at multiple DOE sites.
  • Instructor at the USACE Huntsville Training Center for Hazardous, Toxic, and Radiological Waste Cost Engineering.

Since 1990, Mr. Deiters has been heavily involved in environmental and decommissioning cost engineering in support of the DOE Department of Environmental Management (DOE EM). During the last 2 years Mr. Deiters has been the Program Manager for the DOE EM Best-in-Class Project Management Initiative (BICPM).  BICPM was established to assess the strengths, weaknesses, and skill gaps in DOE EM Project Management capability and to develop and implement recommended priority actions to improve the project management performance within DOE.

Mr. Deiters has also performed tasks in support of the UK Nuclear Decommissioning Authority (NDA). This work includes the development of independent government cost estimates; performance of external and internal independent reviews; acquisition support to Source Evaluation Boards; parametric cost estimating and cost modeling for decommissioning and environmental restoration projects; and the development of cost engineering tools, processes and procedures.

Mr. Deiters’ current responsibilities include review and management of all engineering operations; overview of all contracts including developing scopes of work, proposals, and commitment of necessary resources to complete tasks; coordination of subcontractor and sub-consultant efforts; and quality assurance programs.
