Corps of Engineers Contract to Atlanta-based Project Time & Cost, Inc.

The U.S. Army Corps of Engineers (USACE) Alaska District selected Project Time & Cost, Inc. (PT&C) for a five year contract to provide cost estimating services. PT&C has a longstanding history with the USACE Alaska District and most other USACE Districts, Divisions and Centers. PT&C brings more than 118 full time cost engineers and experience on more than 3,000 military and civil works projects.
This newly signed contract covers projects in both Alaska and Hawaii. Challenges include an enormous territory with significant contrasting geographic differences and a demanding military construction workload. Projects are anticipated to include military facilities including hospitals, barracks, power plants and training facilities.
PT&C’s cost engineering services will include cost estimating, value engineering, scheduling, risk analysis, schedule analysis, and other related services. As stated in the solicitation by Andy Reape, PT&C Executive Vice President, “No firm has delivered cost engineering services as consistently, as accurately, and as quickly as PT&C for the wide variety of USACE projects...covered under this contract.”
This work requires the use of many technical software packages, including Micro-Computer Aided Cost Estimating System Second Generation (MII/MCACES), Parametric Cost Estimating System (PACES), Primavera and Crystal Ball. PT&C developed the detail cost estimating program, MII, in partnership with the Corps of Engineers. MII has become the required system for all USACE districts and design firms providing services to USACE. PT&C is the primary provider of MII training, offering classroom-style training at its Atlanta, GA headquarters, as well as private on-site training.
