David Spungin Joins Project Time & Cost, Inc.

M. Gene Brooks, Jr., Chairman of Project Time & Cost, Inc. (PT&C), is pleased to announce David Spungin has joined PT&C as Federal Business Development Manager in our Arlington, VA office. “David brings great vitality and enthusiasm to PT&C. He is a great addition to our sales team and brings a proven track record for driving new opportunities for growth within the federal market,” said Brooks.
Mr. Spungin brings an accomplished career to PT&C. He most recently was a Business Development Manager with the Minneapolis firm, Mortenson Construction. At Mortenson, Mr. Spungin’s responsibilities included development and growth of the client base within the federal construction market. His accomplishments included a 135% sales target attainment with $400 million in new business sold during FY08. Additionally, he led the group proposal execution re-design and established new organizational efficiencies. During the previous ten years, Mr. Spungin served as an Officer in the U.S. Army, including tours in Iraq, Kuwait and European posts.

Mr. Spungin is a graduate of the United States Military Academy at West Point with a Bachelor of Science degree in Systems Engineering & Leadership Development. Mr. Spungin, a Fairfax native, his wife and two children live in northern Virginia.
