The following is a brief project summary, representing one example of a previous project involving cost engineering services that PT&C performed for the General Services Administration on behalf of the Bureau of Overseas Building Operations.

Owner: U.S. Department of State, Bureau of Overseas Building Operations (OBO), Washington, D.C.

The OBO serves as the State Department's overseas property manager.
At the time GSA led the process resulting in this contract, OBO recognized the need to balance a growing overseas design and construction program with increased pressure for Congressional accountability.
PT&C conducted a study of OBO's estimating and scheduling methods and procedures, and provided recommendations for improvements to the accuracy and defensibility of OBO's estimating and scheduling methods and products.
As a result of PT&C's findings and performance on this project, OBO requested PT&C implement many of the key recommendations from the study.
PT&C developed comprehensive SOPPs for OBO's cost engineering branch, including a cost management customer service guide, cost management guide, cost management plan, and standard WBS to ensure world-class performance for OBO's cost engineering business.
PT&C developed a training program for all OBO offices, including Planning and Development, Project Execution, Real Estate and Property Management, Operations and Maintenance, and Resource Management to ensure the cost engineering branch's SOPPs would be known by all internal OBO staff as well as external OBO contractors and customers.
