2009-117:ARLINGTON: Cost Analyst - Engineer (1099 contract)

Job Summary:
Project Time & Cost, Inc., an Atlanta based international cost and forensic engineering firm is currently seeking a Contract - 1099 Cost Analyst, Engineer to be primarily based out of Washington DC.
Job Responsibilities:
These Cost Analyst positions will manage or develop, monitor, and analyze project cost estimates, expenditures, forecasts, and schedules. Projects will require the ability to use advanced cost estimating methods and a sound knowledge of CPM scheduling techniques and associated software. All projects include work related to project controls, project management, scheduling, and estimating. Develop/analyze project Work Breakdown Structures for use in estimates and schedules. Input estimating data to appropriate estimating application software and analyze results. Contribute to or directly develop resource-loaded project and program schedules. Prepare and file back-up material for estimating and scheduling detail. Perform earned value analysis and risk analysis on a selective basis. Prepare articulate reports and technical papers associated with the above requirements. Perform miscellaneous other job-related duties as assigned.
Required Knowledge/Skills/Abilities:
•Hold an appropriate 4-year degree (or have a minimum of 10 years directly relevant cost engineering experience).
•Two to ten years of experience in the cost engineering field (or in a related field of which two years must be in cost estimating).
•Must have a TS/SCI Clearance.
•Must have Government Acquisition experience for large projects on the government side for source selection to evaluate responses to solicitations.
•These positions prefer technical knowledge of several types of work including: environmental remediation, nuclear decontamination and decommissioning, and demolition; construction of major facilities, power generation, and public infrastructure; and program-level operations process management.
•Ability to achieve AACEI or ASCE certification
•Proficiency in computer skills including MS Office Suite.
•Ability to rapidly learn and apply CPM scheduling applications, such as MS Project and Primavera.
•Effective oral and written communication skills.
•Ability to work independently or in a team environment.
•Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.
•Travel to client offices or job sites as required
