The West Point Library project included cost engineering services for the construction of a new seven-story library and renovations to the existing library and its associated support facilities. After completion of the New Library (Thomas Jefferson Hall), the existing library facilities were relocated from the existing West Point Library to their new location in Thomas Jefferson Hall. The existing West Point Library was then renovated for use by the Archives and Special Collections Department.
PT&C conducted an independent review of the 30%, 60% and 90% construction cost estimates as well as revised the estimates. PT&C validated the accuracy, completeness and defensibility of the submittal package. The 30% estimate review revealed the gsf for new construction at 144,000 - approximately 3,400 sf over the desired 141,000 sf program amount. The review included:
· Accuracy review of the major quantities, reflecting 80% of the scope
· Scope review of the cost estimate and comparison to the design
documents
· Verification and validation of unit prices in accordance with local
market conditions (i.e. material, labor)
· Subcontractors accurately portrayed and reflected in the cost estimate
· Checked/validated markups for the prime, 2nd and 3rd tier contractors
· Provided professional input/insight based upon PT&C’s knowledge and application of lessons learned from projects of similar type
· Reviewed and validated the construction risk assessment
PT&C also identified a discrepancy in the contingency analysis affecting the initial cost estimate. As a result, the U.S. Army Corps of Engineers, New York District was able to reconcile the discrepancy and effectively manage the budgeted costs.
As a result of our efforts, PT&C was selected for a follow-on project for the construction of a new 13,823 M2 library facility. PT&C was requested to perform an independent review of the design firm's MCACES estimate. The review focused on the cost of the concrete construction and formwork for the six-floor concrete substructure, the basement and the elaborate superstructure. PT&C provided review of vendor quotes, analysis of local area factors/market conditions, contractor quotes and historical data, and updated the estimate based on those review comments and discussions.
