In 2005, PT&C was contracted by the U.S. Department of Energy (U.S. DOE) to develop a cost estimate for a potentially new program within U.S. DOE. This program has now become known as the Global Nuclear Energy Partnership (GNEP). The GNEP is a program, announced by the President in February 2006, with a vision for safe, secure and sustainable nuclear energy not only in the U.S. but worldwide. The objectives of this program are to:
Form an international partnership, led by the U.S., to promote and support a large scale increase in nuclear power for the production of clean, safe and reliable energy without the risk of nuclear proliferation.
Reduce the volume of waste to be stored long-term in underground repositories, thereby reducing the need for a possible second (or third) underground repository.
These objectives are to be accomplished through the development of advanced reactors and an integrated advanced fuel cycle with a corresponding proliferation free reprocessing system. Successful completion of the program is intended not only revitalize the nuclear power industry, but also provide a long term source of pollution and greenhouse gas free electricity that will fuel economic and industrial growth throughout the world. It is anticipated that eliminating the need for additional underground repositories will save the government tens-of-billions of dollars for each underground repository it doesn’t have to develop. As a result, this is a high priority project for the U.S. President, the U.S. Congress and the U.S. U.S. DOE.
Initially, the U.S. DOE requested PT&C provide an independent cost estimate (ICE) for the proposed program. As a result of our initial quality efforts and due to PT&C’s project management experience, PT&C was asked to support the development of the management structure to shepherd this program to successful execution. Consistent with the overarching program objectives and requirements, PT&C provided recommendations for the organizational structure and developed the Project Execution Plan.
PT&C facilitated the development of a consensus WBS among individuals with widely varied approaches to WBS development and implementation. PT&C also created and formalized management processes for implementation in the field. As a result of PT&C's significant achievements, DOE provided PT&C a letter of commendation.
